Job Description

Location: Aboriginal Friendship Centres of Saskatchewan

                 243 Robin Crescent, Saskatoon

Salary:     $60,000 – $75,000

Position:   Full Time

Position Overview

The Aboriginal Friendship Centres of Saskatchewan (AFCS) is seeking a highly motivated and experienced Program Manager to oversee the Member Engagement portfolio. This position plays a vital role in supporting the strategic priorities of AFCS and our 11 Member Friendship Centres by ensuring effective administration of core funding contributions, strong accountability, and collaborative capacity-building efforts that strengthen urban Indigenous service delivery across Saskatchewan.

Key Responsibilities

  • Program Oversight: Manage the planning, delivery, monitoring, and evaluation of all UPIP-funded initiatives in alignment with contribution agreement requirements.
  • Partnership Development: Build and maintain strong relationships with Member Friendship Centres, supporting them with funding-related questions, capacity-building efforts, governance best practices, and financial compliance.
  • Governance Support: Provide mentorship and guidance to Centres in strengthening organizational governance, strategic planning, and policy implementation.
  • Reporting & Evaluation: Collect and analyze data to monitor outcomes, generate high-quality narrative and financial reports, and support continuous improvement across programs.
  • Financial Accountability: Monitor budgets, expenditures, and compliance under UPIP agreements, and support Centres in understanding their financial obligations.
  • Engagement: Travel throughout Saskatchewan to meet with Member Centres, support organizational needs, conduct site visits, and foster ongoing collaboration.

Qualifications

  • Post-secondary education in Indigenous Studies, Public Administration, Community Development, or a related field. Equivalent work experience will also be considered.
  • Minimum 3–5 years experience managing government contribution agreements.
  • Demonstrated understanding of Indigenous governance, non-profit structures, and community-based program delivery.
  • Strong analytical, communication, and interpersonal skills.
  • Proficiency in reporting, data analysis, and project evaluation.
  • Ability and willingness to travel regularly.
  • Valid driver’s license required.

Assets

  • Experience working with urban Indigenous communities and organizations.
  • Knowledge of the Friendship Centre Movement.
  • Understanding of federal funding frameworks.
